What's up with all the cards all over the ground in Vegas?

I've been touring American cities and we just hit Vegas. I've got to ask...why are there business cards all over the sidewalks everywhere you go in Vegas?

The cards are handed out to unsuspecting passers by, they get shoved into peoples hands and they are for call girls.
People who don't want that, throw them on the ground...
LOL I always tell me friends that when they go to Vegas, keep your hands in your pockets while walking...that way they can't shove a card in your hand!
