I'm 21 years old! I'm moving to NYC in December (from Ft. Lauderdale, FL), and will attend FIT in the Spring (Jan. 28).
I love the city and don't know anyone there so I need some advice from locals! What are the safest/best neighborhoods in Manhattan and Brooklyn.
My parents will be paying my rent and I have a budget of around $1200 a month (but when they see that doesn't exist they will raise the budget) lol.
I don't want a roommate and my mom doesn't want me to have one so that leads to my next question!
What is the best way for an "out-of-towner" to find an apartment?

For $1200 without a room mate, unless you plan to get an apartment the size of a closet, you should look at either Brooklyn or Queens.
The further into the borough, the cheaper normally. Most places in NYC is relatively safe these days.

Might I recommend Queens? I feel like you'll get way more bang for your buck there.
I like Forest Hills and Astoria, but Sunnyside and Woodside are not without their charms.
Kew Gardens actually seemed nice in my one recent trip there, too.

In manhattan don't look anything above 120 street. I have not much informed about Brooklyn.
You can search something in Astoria queens for that budget

Thanks you guys! I know $1200 is nothing my parents are just being cheap because they pay $2200/month for our 5 bedroom house here in Ft. Lauderdale and NYC is all new territory for them.
We always visit but moving is a whole different ball game! Do y'all think $1600/month is a decent budget?
I looked at a lot of things on craigslist that turned out to be scams and even skyped a guy who said he had a 1 bdrm/1 bath on 32nd and 7th for $1050
but I'm starting to think that is a scam too!
