Was at the bar for a night of drinking.
I asked the bartender for a cup of water, she claimed "that they're not supposed to give customers water" but instead to charge for water bottles.

If you are in the UK (which you're not, you're in NY) then a bar is absolutely legally obliged to provide you with free drinking water if you ask for it.
The law goes so far as to say that if the bar has no clean drinking water to provide then they have to give out free bottled water, or a suitable substitute.

As a fellow New Yorker I can tell you that they are legally obliged, as they are in many states.
